Russia-Ukraine Security Crisis – the nuclear dimension

The nuclear dimension has been present throughout the war in Ukraine, from explicit nuclear threats by Russian President Vladimir Putin to attacks on Ukrainian nuclear installations.
The evolution of the conflict into what some experts view as essentially a ‘proxy war’ between Russia and NATO further underlines the possibility of escalation amongst nuclear powers. What is the nature of nuclear risk in the conflict? And what might be the longer-term implications for global nuclear order – including in non-proliferation, arms control, and disarmament?

Dr Wilfred Wan joined SIPRI (Stockholm International Peace Research Institute) in 2022 as the Director of SIPRI’s Weapons of Mass Destruction Programme. His recent research focuses on nuclear weapon risk reduction, nuclear disarmament verification, and other issues related to arms control and disarmament.
Previously he has worked at the United Nations Institute for Disarmament Research (Geneva, Switzerland), the United Nations University Centre for Policy Research (Tokyo, Japan), Hitotsubashi University (Tokyo, Japan), and Harvard Kennedy School’s Belfer Center for Science and International Affairs (Boston, USA).
